Under the filmed in Oklahoma Act The state currently offers a base cash rebate of 20% on qualified production expenditures. However, productions can qualify for varioous stackable uplifts that can push the maximum effective rebate rate up to 30%.
Base Requirements and Caps
Base Rate: 20% direct cash rebate.
Minimum Spend: $25,000 for in-state companies and $50,000 for out-of-state companies
Annual Cap: $30 million. This is divided into two pools: $7.5 million allocated for projects with budgets under $7.5 million, and $22.5 million for projects with budgets of at least $7.5
Additional Incentive Structures:
Stand-Alone Post-Production: Projects filmed outside of Oklahoma can still receive a 20% base rebate (up to 25% with certain uplifts) on post-production services performed in the state.
Live Audience Television: As of November 2025, a separate provision offers a 25% base rate (up to 30% with uplifts) for episodic television that shoots with a minimum live audience of 50 people per episode, provided the project has a minimum spend of $1.2 million and films at least six episodes.
The Tulsa Film incentive (Local Incentive)
Want to stretch your budget even further? The City of Tulsa offers its own exclusive local rebate. When you film in the Tulsa area, you can earn an additional cash rebate of up to 5% on qualifying local expenditures.
Important: This local incentive can be stacked with your state funds, but it cannot be used if your production is utilizing the state's Point of Purchase Sales Tax Exemption.
Tusa Rebate Tiers:
Tier 1 (Up to $50,000 max payout): Feature films with a local spend between $100,000 and $5M, or TV series spending between $100,000 and $500,000
Tier 2 (Up to $75,000 max payout): Feature films spending over $5M, or TV series spending over $500,000
How to Qualify for the Tulsa Incentive:
Production Zone: Your main production office must be located within a 30-mile radius of Tulsa.
Filming Days: More than 50% of your total filming days must take place within that 30-mile zone.
Application Window: You must apply at least 60 days before pre-production begins.
Audit: Funds are disbursed upon project completion and a successful independent audit.
You can also strengthen your application by hiring local crew, utilizing local vendors, completing post-production in Tulsa, or prioritizing diverse contracting.
